Air Motor Tempo Problem

In Digest 980422 I posted asking about an errant wind motor on the
player piano at the local museum.  After playing it more, I can narrow
down the symptoms better, so I'm re-posting my query.

When pumping at a steady, even pace, the wind motor is stable.  If you
play an accent, by giving the pedals an extra push, the wind motor
surges ahead.  However, if you pump slowly, it doesn't seem to slow
down, as far as I can tell.

Can anyone help diagnose the problem?  Is this easily corrected?
