Pouch Problems in 1970s Universal Player

A customer of mine has a Universal player piano made in Los Angeles,
which looks like it was manufactured some 15 to 20 years ago.  It's got
an electric pump and electric motor for the spool frame, also has
pedals for foot pumping.  The motors are working well and there seems
to be enough suction, but about half the notes are not playing.
Customer says this happened recently, and rather suddenly.

I went through the MMD Archives and read the Universal threads; it
seems like it might be a problem with the pouches.  Confirmation of
this, or any suggestions on other possible causes and remedies would
be greatly appreciated.  If there are any techs out there who have
restored these, please let me know and I'll refer my customer to you.
