Song Name on "Starpower" TV Advert

I'm hoping someone can help me identify a jazz/blues tune currently
being used on a TV commercial.  The commercial is for some sort of
Internet communications company called "Starpower," and the theme
is "No empire lasts forever."

As images are shown of Lenin's monument being destroyed, there's
a great tune playing that is very reminiscent of Duke Ellington's
"Fantasy in Black & Tan."  Does anyone know what this piece is called?
Would love to find a recording, as well as a piano roll of it!

This ad is shown regularly here in the Washington, DC metro area; not
sure if it's national or not.
