Sealing Ampico Pouches

Gang:  Are the pouches on the primary valves the only pouches on
an Ampico that are sealed?

I'm restoring a 1914 Stoddard Ampico upright which was restored,
or partially restored, at one time.  The primary and secondary valves,
as well as all valves on the expressions, appear to be original.  The
primary valve pouches were obviously sealed since there is talc all
over the place, but the secondary and expression pouches don't appear
or feel like they were.  I'm not sure if this is the result of the
previous restoration or 'standard operating practice'.
