This is a trade magazine, mostly dealing with American auctions,
existing carousels, collectors, band organs and news about carousel
preservation, but the readership and archives are extensive and they
may have the information you seek about finding a European carousel.

You might also try the Carousel Network: and
Carousel!  The latter has monthly reports on
UK gallopers and carousel links.

Phillip Jamison might try The Carousel News and Trader as well,
addressing Don Stinson of the Stinson Organ company.  He writes an
article for this magazine called Organ Notes  including advice on
preservation and repairs.
