Scale of 20-key Wilhelm Bruder Organ

Can anyone confirm the correct scale for a small 20-key Wilhelm Bruder
and Soehne barrel organ we have here, either from music theory or
practical experience?  The organ is very old and is numbered 2885.
Among the ten tunes is "The Merry Widow Waltz", 1903.  From left to
right (looking at the pipes) the scale seems to be:

D# (this one is the lowest note and while the pipe looks original, the
note it sounds - low D# -just doesn't seem right) A, A#, C, A#, G#, G,
F, D#, D, C#, C, A#, G#, G, F, D#, D, C#, C.

1.  Can anyone comment on the scale, and in particular the correct
pitch for our lowest pipe?

2.  One other puzzle: there seems to be a redundant pipe.  The organ
has 19 pipes above the baseboard (the low note D# plays only on the
bottom rank) and 21(!) pipes underneath, which is one pipe too many.
This extra old pipe does not seem to be connected.

Any comments from MMDers will be welcomed.
