Adjusting the Pneumatic to the Piano Action

I'm reinstalling a two-tier Baldwin action, and I wonder if anybody can
tell me exactly how far the pneumatic should close before the finger
engages the metal catch on the sticker and begins to move it.  A few
close considerably, and some are pulled nearly all the way open.
