Adhesive for PPCo Purple Pneumatic Cloth

This question concerns the purple pneumatic cloth which Player Piano
Co. [PPCo] sells (cat. no. 52).  At the shop where I work, we have
received some of this cloth recently which seems to be different in
some way from the previous cloth.  For some reason it is not sticking
to hot hide glue.

When this was originally noticed (about two weeks ago), at first we
thought the glue was bad, so a fresh batch was made up (this is the
glue that Organ Supply sells), and I tried to cover another pneumatic,
only to have the cloth come away easily.  I also tried it with liquid
hide glue, and same result.  The only thing that seems to hold it is
PVC-I.  Is anyone else having this trouble?
