Player Action Leakage Rate

Does anybody out there have knowledge of acceptable rate of leakage for
a Seeburg KT Special stack?  I just had one professionally rebuilt, and
with all tubing nipples closed, the leak rate is 1.7 CFM at a vacuum of
20" H2O as measured by a Dwyer VFB-55-calibrated against an open tube
manometer.  Is this excessive?  Any information will be appreciated.
