Unknown Arranger of 31er Crank-organ Roll

Hello!  A few days ago, you helped me identify some unknown pieces
on a 31-note organ roll.  Now I have two more rolls on which the tunes
are known, but not the arranger!  Please listen to the "Tipitin Waltz"
on YouTube and please post your suggestions there: 

On the same roll are "Husarenattack", "Cherry Pink", and "Huis met
een tuintje".  On the other roll by the same arranger: "Radio Mare",
"Zambezi", "Küssen ist keine Sünd", and "Konstantinopel".

In my opinion this arranger is a genius, making a humble 31-note sound
almost as a Dutch street organ!
