Restoring Aeolian 46-note Player Reed Organ

I have an Aeolian roll player [organ], No. 11795, Style 1500, Lot 57,
73 manual keys and 46-note roll player.  It is in the process of being
restored.  The small bellows have been removed and recovered but there
are another set of very small bellows in the back below the pallet
valves.  I would like to know how these are to be recovered or made
or what do I do?
