Starting a Piano Roll Company

I was searching the Internet for a MIDI file of a piano roll that
has long evaded me when I found... Success!  Maybe some will remember
me requesting this roll (Artempo 1898, "The Ragtime Oriole"), but
now I have a different scheme in mind.  I have also long aspired to
start my own roll label, and I am wondering if there are certain legal
procedures one must do to start such a company.  Here is some
information on my plans for the company and label.

Initially I would like to reissue some of the old ragtime favorites,
and even some that never made it onto piano roll, to include some of
the Joplin works.  I have been told that the magical date of 1923 has
something to do with copyright things, and I would like more
information on that as I may want to reissue some older QRS rolls,
also, one in specific being published first in 1924.

In addition to recuts and original pieces, I would also like to
issue some of my own personal ragtime compositions, and show off other
artists, including some talented people I have talked to on YouTube and
other various video sites.  I will shortly (if this dream does come to
reality) have a web site set up so that people can order online with
a credit or debit card.

I do not have a perforator, but I am also looking into having another
company do the perforating of the rolls themselves. Basically, the
setup would be me sending a MIDI file to the roll company to be
perforated into a piano roll, they would send back the completed rolls,
and I would ship them to people who had ordered them personally.

On that note, I am seeking to issue (or rather reissue) "The Ragtime
Oriole" as "Arizona Music Rolls" catalog number 1013.  Anyone
interested in buying a copy may contact me by e-mail or phone (M-Th
8 AM-1 PM MST, F 8 AM-8 PM MST) to let me know, and I would be glad to
sell you a copy.  I will need at least five people as a minimum to
cover the costs, and anyone additional is welcome to order a copy.

The rolls will be $25 each, shipping included, and I would like to
have the $25 up front to pay for everything to start the project.
I will accept cash or check at this point, until I can find out how
to work credit/debit cards into the mix!
