Doppel Flute Bass for Wurlitzer Photoplayer

Hi, I am restoring a Wurlitzer Style O Photoplayer.  It was missing the
bottom 13 pipes.  I have a set to replace them but the replacement bass
pipes seem to require more pressure to speak than the other 38 pipes
that are original.  My question is, is there a way to make the pipes
(Doppel Flute) speak with less air supply?  Or alternately, is there a
box pump that can supply additional air to this chest?  Thanks for your
help or suggestions!
