Wurlitzer Transmission Unit Valve Problem

Greetings all, I'm working on my W103 band organ and find that after
rewind the transmission will not switch back to the Play position.
The mechanical arm lifts the valve correctly but still won't activate
the unit block valve.  But if I remove the hose at the block it works
perfectly and goes into Play.

This is acting like there is a blockage or restriction in the hose,
but there is none.  The nipple on the valve block is a little loose
(it will rotate a bit) so maybe it's pushed in too far limiting the
vacuum change?

I was going to buy a couple new blocks to use for trouble shooting,
but is there something else I should be looking at?
