Hobart M. Cable Player Unit Problem

I am working on a Hobart M. Cable player unit.  All the pouches have
been replaced and the bleeds resized.  Without the top on, all notes
work with a vacuum box but when the top is put on there are some which
will not activate.  If you push the capstan quickly most of them will
activate.

I have had the valves out a number of times and can not see anything
wrong with them.  I have blown out the tracker holes and upper tubes
with compressed air.  There are no kinks in the tubing and no
constrictions I can see.  Any suggestions?
