There are companies that manufacture CO2 Lasers mounted on X-Y tables that understand HP-Plotter controls. Problem is that you're looking at an investment of $30K minimum.

I've been thinking of building such a beast for quite some time now. Problem, again, is economics. Once you've built the hardware you still have to look at getting paper, spools, spool ends, boxes....
