The "Harmonic Mechanism" Piano in Paris

Regarding "harmonic pedal" (was sostenuto pedal).  This appeared on rmmp
a while back.  Does anyone know more about it.  I went to the web site
but unfortunately I do not parlay francais, un poco espanole solomente.

Perhaps someone could fill-in us mono-lingual Americans.
