Gluing Plastic Pouch Material

Hi all fellow MMDers.  I am constructing some universal block valves at
the moment -- my very first batch, actually!  I intend using Glad Wrap
instead of pouch leather.  My big problem now is that I cannot get that
stuff glued to anything.  Craig suggested stretching it somehow, but to
do that I will have to change the design of my valve.

My plan is to make two pieces of cardboard the size of my valve block,
with a circular cutout in the middle.  I then want to stretch and glue
the Glad Wrap between these pieces of cardboard.  This would be my
pouch assembly and would be fitted into the block valve between the
main body and the pouch board.

I have tried everything (I think) but the stuff just does not want
to glue down with anything.  Does anybody out there have any better
suggestions?

I had a look at an old universal valve from PPCo (Wurlitzer valve).
The pouch in that seems to be made of some plastic material.  Does
anyone know what that is, and what it is glued in with?
