Piano Roll "Votellers Flight of the Aeroplane"

Hi all.  I have this roll that has baffled me for some time.
It's called "Votellers Flight of the Aeroplane", described as
a Polka-Volante.  It always goes down well at jazz festivals
and is almost similar to ragtime in structure.

Does anyone else have it and can they tell me anything about it
or the composer?
