Regulating the Welte-Mignon Licensee Player

I have my new Welte Licensee Vorsetzer all together and working and
ready for regulating.  I have the little book on regulating and the
test roll but a couple of adjustments are not mentioned in these
references and I do not have the "Inspector's" book yet.

What is the correct position of the mezzo forte hook?  What is the
correct way to adjust the spring tension on the regulator pneumatics
on each stack half?
