Regulating Speed of Thorens Movement

Hi,  I was wondering if anyone knows how to adjust the speed of the
Thorens AD30W movement?  The regulator is an odd contraption consisting
of two small fell pads attached to a governor that is part of the
endless screw.  When the speed is high, the pads gently rub against the
inside of a small brass drum (Or so I assume).  I think the pads are
worn because the speed is too fast.  Can I replace the felt, and if so
how thick should it be?  Is this an easy operation?
