Transcribing Piano Rolls to Sheet Music

Hello all,  I have been looking at eBay for new and used Cakewalk
software, and there seems to be mind-boggling array of it.  So, I was
wondering if some of you could advise me as to which Cakewalk product
is best at transcribing piano rolls to sheet music.

The main function I need is a feature where you can move all or
a selected portion of the notes to line up with the virtual MIDI
"bar lines", also possibly stretching or squashing these bars a bit
to make it come out even.  Although a music notation feature is nice,
it is not absolutely necessary for what I am doing, which would then
involve loading the "tweaked" file into Sibelius which would then
produce recognizable music notation that could be cleaned up easily.
As it is, loading most MIDI files of scanned piano rolls into Sibelius
produces unreadable gibberish as far as music notation.

I do have a cheap freeware MIDI editor called Anvil Studio; however,
it is very simple and cannot do what I need it to do; that is, it is
more intended for music creation than transcription.

Personally, I see there is a program called "Cakewalk Music Creator 2"
on eBay, and wonder if this would suit my purpose.  Can anyone advise
me?

I have heard about some really old versions of Cakewalk (such as those
intended for a 3.11 operating system), but these must be unsalable to
most people since I don't see them available on eBay.

In addition to its uses for music roll purposes, it would also be nice
to have something with some of the other features advertised for some
of the products, such as creating and editing multi-track MIDI and mp3
audio.  However, the piano roll use is the main reason I'm in the market
for this software, and any additional features will be purely an added
bonus for me.

We have a computer running Windows XP (version 2002), with a 3.2 GHz
processor and plenty of RAM.
