Wurlitzer Flageolet Pipes

I seem to be having trouble making the smallest of the flageolets
for the Wurlitzer 125.  I can't seem to get the pipe to speak at
the frequency that Bob Stanoszek shows on the chart in his book.

The highest I've been able to get is around 2400 +/-; his chart
shows the highest 'c' at 4186 tuned to 3951.1, or is there a mistake
on his chart?
