Seeburg Mandolin Feature

The Seeburg E that I recently purchased has a mandolin feature.
You all know that this is done with the use of leather tabs that
contain metal clips on them that are suspended in front of the
strings.

In looking at the clips it seems to me that they are installed
backward.  There is a solid round button on the side away from
the strings and the other side (next to the strings) has a small
rectangular piece of metal.  It does not function very well or
give the sound that I would expect.  It looks to me like the round
part should be next to the strings.  Am I correct in this?
