Cartel Musical Boxes

Can someone explain what a "cartel box" is and tell me the etymology
of the term?  I am no wiser after looking in the dictionary, and
reading what Ord-Hume has to say in his "The Musical Box: A Guide
For Collectors" leaves me still in the dark.  Ord-Hume has a lot of
information but it is not always clearly presented.
