Hupfeld Claviola Player Won't Rewind

I have a Hupfeld Claviola player in a three-crown 1908 Rönisch which
will not reroll via the reroll lever.  It plays relatively well.  When
I compress the small bellows located on the top on the left hand side
of the air motor it will mechanically engage reroll.  Does anyone have
any knowledge of the possible cause and where to look to isolate the
problem?  Any information appreciated.
