Regulating the Duo-Art Expression System

I have a restored 1916 Steinway upright Duo-Art.  The stack was
completely rebuilt as was the steamboat pump.  The system is very
tight and seemingly leak free.  The pump is whisper quiet.

The question is, when the zero is set it drops out notes on
the later Duo-Art recordings and on earlier recordings the louder
passages are _really_ loud -- they rattle the windows.

Everything was rebuilt from top to bottom; the piano action is
regulated perfectly.  I'd hate to lose out on the pianissimo passages
or be driven out of the room with the fortissimo passages.  There _is_
a lever mounted on the side of the expression box which can be moved
from "Normal" to "Soft".  When the lever is in the "Soft" position
notes drop out as well.

The question is, can this early Duo-Art be made to play the later rolls
without dropping notes and rattling the windows on the louder passages?

I can't imagine that when it was new it played like that.  Suggestions?
What might be the trouble spots which should be checked out first?  Any
help would be most appreciated.
