Player Piano Tracking Problem

Hi friends.  I have a player piano question.

   Our family just bought a Robert Loud player (Standard action).  Both
piano and player action were rebuilt in 1998, and it pumps easy and has
great dynamics control through the pedals.  My only problem is roll-tracking,
which seems to come and go.  I do my best (use undamaged rolls, loosen them
on the spools, and use a tracker bar pump), but it has been drifting out of
sync about a quarter of the time.
   Today I noticed that the left-hand spindle does not move freely when I
push it with my finger -- it seems to have a film of hardened lubrication
that causes it to bind as you move it in and out.  Could this hinder the
tracking device?  If so, is it protruding enough for me to address it myself,
or do I need to have it taken apart?  Should it be cleaned, and then
lubricated (if so, with what?), or should it be left dry?

   Thank you in advance for anything that could point me in the right
direction.
