20-3/4" Regina Changer Power Train Problem

Hello! I'm the happy new owner of a nice Regina model 37 changer
who needs help with its governor. I know it should start spinning
with the slightest amount of spring tension, yet this one does not,
even with quite a bit of power applied. Once it's flicked manually
it will function, but not as freely as you'd expect.

With spring power let down I checked the upper bearing for play in
the governor shaft. Should there be a jewel in this assembly? This
one does not have a jewel; it has just the flat surface that the
governor end pin contacts as it spins.

If someone considers him/herself an authority on this model I'd
really like to get in touch to figure out the problem. I also have
a few other questions about the changer assembly in general.
