Robbie's conjectural definition of "on the tip" is, appropriately,
"on the Fritz!"  "Tip" = "dump".  The cart that takes refuse out for
disposal has to tip or dump to be emptied, and the place where that
occurs is similarly the tip or the dump.  [snip]
