Celluloid Keytops on 1919 Weber ?

Dear MMD:  I am considering purchasing a 1919 Weber Duo-Art.  The
keytops do not appear to be ivory.  However, the collector believes
them to be original.  My (albeit limited) experience with pianos of
that vintage is that they were _always_ ivory.

It's not a deal-breaker, and the collector is honest, but is it
possible that keytops from that date could be other than ivory?
One respected MMDer has already said "No" (Mr. John Tuttle).  I think
John's right, but I wouldn't mind a second opinion, given the size of
the purchase.
