I want to thank all the MMDer's who offered their suggestions for
sharpening the punches.  Jon Page wrote:

I contacted the manufacturer, Osborne (not cheap punches), and they
suggested using a half-round file.

I have both cheap throw-away punches and the Osborne punches and they
both were dull when purchased.  It would seem you can't get punches
that are sharp.
