"Wellington's Victory" by Beethoven

Could the piece in question be Beethoven's "Wellington's Victory,"
which I have read was written for some sort of mechanical band organ
device.

It does contain the sounds of both French and British "armies," with
the anthems and sounds of battle "fighting" each other...
