Piano Not Tuned for 75 Years

A local tuner and I have determined that the circa 1925 Gulbransen
pumper that was given to me recently has probably never been tuned
since it was purchased in 1925 as a birthday present for a ten-year-old
girl.  After the novelty wore off no one used it and no family members
ever learned to play, so it has little wear.

It is of course horribly out of tune, off by four or five steps.  With
a relatively cheaply made piano of this age, is their much likelihood of
being able to raise the pitch sufficiently, or should it just be tuned
relative to itself?  Personally I'd like to have it as close as he can
get it.
