Usually when that happens, the problem is in the linkage depth
adjustment on the spool frame.  The pneumatic tries to pull in,
actuating the rewind and is dropped out again when the pallet valve
is kicked, so it just goes back and forth until it's able the latch.
It's an adjustment in this case.  No biggie.
