Hammer Rail Felt in Duo-Art Grand Piano

Hello Everybody:  I am working on a Steinway Duo-Art grand which has
had extensive moth damage.  My question is about replacing the red felt
strip on the hammer rail lifting rail.  (This is the rod on which all
of the hammer shanks rest, and is raised when the soft pedal pneumatic
closes.)

The felt has been extensively eaten away so I can't even determine
the proper thickness of its replacement.  My questions are: (1)  What
should the proper thickness of this felt be (and what would be the best
source to obtain a replacement of it) and (2), what is the best way to
fasten the new felt to the rail?  Is using either contact cement or
white PVC glue a sensible option?   Thank you for your time.
