Hi Tom,  I concur with Matthew Caulfield -- the anchor stamped only on
the comb is indicative of a vintage Thorens mechanism.

The Sankyo bell box described sounds very much like a Sankyo mechanism
popular in the mid to late 1990's.  I'm not sure if it is still in
production or not.  There were two versions, identical in appearance,
one played "Blue Danube" and the other played "Invitation to the Dance".

Be careful winding, as that mechanism has a tendency for the speed
regulator assembly to become loose at the base where it is riveted to
the base plate.  When that happens the cylinder will spin at high speed
but luckily that does little damage once the governor is repaired.
I haven't seen one recently but I believe one comb is for the music
and the other is for the bells.
