Unknown Player Action in Auburn Player

Hi All,  I need your help in identifying a player action.  It's
installed in an Auburn player, which might have been manufactured
by Waltham.  However, it doesn't match any of the systems that Waltham
is known to have installed.

The unique feature (to my eyes) is the tracker bar.  I know I've seen
it before, but I just can't put my finger on the manufacturer.  Another
think I noticed in these high resolution close-up pictures is that it
appears that the exhaust valve plates are held in place with tiny tacks,
not screws!  That's something I've never seen before.
