Bill, it is a simple lock-and-cancel system.  The coin trip [motor
stop] and the play button pallet are the "lock" and rewind the "cancel".
Check the bleeds on the lock/cancel valves.

Wurlitzer used two valve designs, a 4-in-one design and a unit block
one.  In both there is a cutout pouch (part of the lock); over time
this leather stretches and there is not enough bleed to reset it.

Patent diagrams showing this are posted here in the MMD technical
section.  There is a Vestal Press reprint showing the unit block
version.  I took apart my 4-in-1 valve version and made a CAD/CAM
drawing of it to figure out how it worked.
