Something's wrong.  My guess is since you have a pneumatic with no
note associated with it that you have the stack decks mixed up or not
in the right position.  Knowing the builder well, I would just guess
it did play the correct notes and not skip the top note.  Without
seeing it then it is difficult to ascertain the situation.
