Steel Punches for Stencil Cutting

Concerning the problem of stenciling: It was mentioned recently that
one could use the standard commercial punches that tool and die makers
use.  Before Andy Taylor goes out and purchases a set, he should read
the following:

I went to my tool cabinet and found a set of commercial tool shop
punches used to punch letters into steel for identification.  For
that job, the punches work well.  But for punching readable letters
into paper, the punches failed.  The letter "A", for instance, punched
a triangle into the paper.  I believe a stencil punch is made
differently.

Anyway, I have two sizes of punch sets that Andy Taylor may borrow.
One is 3/16" high lettering and the other is 1/4".  I really don't
think this is what he would want to do stenciling.
