Phonograph Turntable Speeds

Yes, Bob, The 33.3-divided-by-two-speed was very useful to slow down
music; but to then play an octave high took a good ear.

Now I have a device called Voice-it, which has a double speed and half
speed playback, which does not change the frequency.  10 years ago such
dictation aids were available, but around $300.  This is about $100, and
does far more.  So what and where is this shareware, and it's cost?

Watch it for piano tuners, who will (correctly) say that this is no
good way to get the notes right, only close, as fudging is required to
temper a piano right.

 [ I use the Winamp MP3 player with the Pacemaker plug-in to change
 [ playback tempo and pitch independently.  Winamp will play a 'wave'
 [ file directly.  I don't know if the plug-in requires converting the
 [ wave file to MP3 first, but if it does, this is easy.  Winamp can
 [ be downloaded for free from http://www.winamp.com/  The Pacemaker
