Celestina Player Organ Pallet Valves

I have a Celestina roll-operated organ which has been pneumatically
rebuilt.  I have a problem with the individual pallet springs:
some notes play and some notes do not and there are a few that have
a cipher.

Is there a way to measure tension on the springs operating the playing
notes?
