Interesting instrument!  The stops protruding from the front of the case above the keyboard where the fall-board should be, make me think that this was built as a photo-player -- a piano, with organ pipes, and a few pneumatically-operated drums, cymbals, etc.  I've never seen one of these instruments before, but I do know that Seeburg built photo-players, and even sold theatre organs, under contract with F. W.  Smith ("Seeburg-Smith Organ Co.").

I can't help with specifics on the tubing, but most instruments of this type were tubular-pneumatic, with either no relay, or a pneumatic relay, a la Reproduco.
