Rewind Latch Failure in Orchestrion Conversion

I have a Kimball upright with an orchestrion conversion.  When the
T1 hole in the tracker bar activates the Rewind it rewinds only
momentarily as the rewind valve isn't locking.  All the tubes appear
to be connected correctly and all three valves work fine.
