I would also suggest to carefully remove the comb before attempting
to disable the governor.  I believed that I had let down the spring in
one musical box I once had and then I removed the governor only to find
that the spring still held some amount of energy.  My cylinder spun
wildly to release that energy.   I was spared any damage as I had
removed the comb as a precaution.
