Are the pedals metal or wood?  For non-porous surfaces, most contact
cements should work, and I'm a fan of Barge Cement for this type of
thing.  It seems to hold better than Weldwood or the more consumer-
marketed ones.  Pliobond isn't bad, either.  But I probably wouldn't use
either on wood.
Barge Cement should be available from a decent hardware store or many
online merchants.  If you're in the trade, you can get containers larger
than the 2-oz consumer tube.  Check leatherwork/shoe repair suppliers.
