Damaged Violano Rolls

It's been a while since I've placed a claim with US Postal Service.
However, after one year (yes, 1 year) of trying to get the USPS to
give me my money for an insured package which was lost, I finally
called the Postmaster General at USPS HQ, which I believe is in
St. Louis, but I could be wrong about this.  I got my check shortly
thereafter.

As far as keeping the damaged rolls, you might be able to agree on
some sort of salvage value and have the USPS deduct from monies paid.
However, I do share Robbie's concerns about the package being undamaged
and the rolls being in such terrible shape.  I may question the source.
