I think this is the Serenade for Flute and Viola (or Flute and Cello),
by Anton Emile Titl (1809-1882).  Although a Moravian by birth, in 1850
he became Kapellmeister of the Burg theater in Vienna and remained in
Vienna until his death.

His "Serenade" was tremendously popular in the latter part of the 19th
century and beginning of the 20th century.  The most popular recording
was probably that done by Edison in the late 1890's (arranged for
cornet and piccolo) on Edison #644.  It was also recorded on a Columbia
cylinder, a Berliner disk and a 1905 Zonophone recording (Zonophone
5349B) arranged for piccolo and saxophone!
