Building a Pressure Regulator for an Accordion

I have been rebuilding a Bursens dance organ and it is almost complete
except for the accordion.  I believe that there should be a regulator
to drop the 8 inches water column pressure used for the pipes to the
2 or 3 inches pressure for the accordion, however that part is missing.

I would like to fabricate a regulator but I have been trying to
visualize what the configuration would be and so far have been unable
to come up with any ideas.  I am hoping there is someone in this
knowledgeable group who can give me some ideas.
